[dtp-connect-dev] Added Compatibility Plug-in for Eclipse 3.1

Hey all,

I've checked in a plug-in containing classes added to 3.2 that are required
by the navigator framework.  There are a few other "tweaks" that need to be
made to get the connectivity framework working with 3.1.  Reference

The plug-in that was checked in contains the missing class, but, ideally,
this source file should be downloaded directly from the platform cvs
repository.  We should work on incorporating this into the build script for
this project.
