The 20090528-0607 pulsar package was released with MTJ/Pulsar RC1. This happened because the EPP build uses the eclipse staging site to retrieve its bundles. This staging site is updated each night if I'm not mistaken. Even dhow we published our release yesterday, the staging site was only updated today. So when the epp team generated the 20090528-0607 pulsar package the still only had access to an old mtj version. I just checked the staging site a few minutes ago and its now with the RC2 version.
Since EPP will generate another package tomorrow, you will be able to find all the fixes you mentioned by tomorrows EPP Pulsar package.

Today I downloaded
http://www.eclipse.org/epp/download.php thinking it would have the same
in a all-in-one bundle.
However it still has the edit device capabilities in Preferences and the
Mpowerplay osx bug. Seems a little strange since the nightly build was after
the RC2 build... Does anyone know if/when the updated rc2 will be available
as a whole package ?
