[dsdp-ercp-dev] Commit rights for Bernd Lachner have been expired

Gorkem Ercan has expired the commit rights for Bernd Lachner (blachner). 
The reason for this change is:

I am removing some of our inactive committers in preparation to move eRCP
project to RT top-level project. 
Bernd Lachner had been inactive for a long time. However I would like to
take this opportunity to thank him in his interest on the project
especially for the Qt port of eSWT.
