[Dltk-dev] validator improvements

hello all -

  i've just committed changes that pulls up the 'workflow' used by the external checker (along w/ some basic ideas taken from the tcl checker) to make things easier for others to add validator implementations (myself included, go 'perl -c' support). i'm fairly certain there are a few more ideas that could be leveraged from the tcl checker, but i haven't had a chance to fully vet that thought yet. i've also added an implementation for resource validation in the external checker.
