[Dltk-dev] editor folding preference updates

hello all -

  i've committed changes for the editor folding preferences that introduces a new look and feel. i hope everyone likes it (all the reference implementations have been updated to use it). more basic support for folding has been pulled up into the core so that new languages have less to do when adding support for this feature.
