In this particular case, the XVNC plugin was not enabled. It doesn't appear that the standard bash script used to execute tests is checking for a free X session. The work around was to enable the XVNC plugin, and when i did that it started working as the X session created has it's own port information. It's a hack but it is working.

I thought I read that Hudson would automatically pick X ports that were
free.  It seems like that's either not working or someone is using Xvnc
without using Hudson.  I see that the latter is the case, actually.
Perhaps we should just pick a block of ports and say that they're
reserved for Hudson?
