You need to start with a project proposal that describes the "new & improved" Dash project.  Here's a good example:

The idea is that we're going to start a new project (Eclipse Monkey) that spins out from Dash as a separate entity.

I'm not sure what you are asking?  Are you asking if it's ok to use the wiki.eclipse.org site for pages about Groovy Monkey?  If so, the answer is easy: take over the Eclipse Monkey project and integrate Groovy Monkey into it and there you go...
