I get this all the time. The response is quite fast so I don't think
it's due to congestion.
There was no congestion since I was redirecting most of
download.eclipse.org to Amazon. However, uploading to Amazon is not as
fast as I would like it, and *lots* of files change in a day.
I have removed the redirects, but now download.eclipse.org is just
crawling...
