Jason Losh has expired the commit rights for Mark Weitzel (mweitzel).  The
reason for this change is:

Mark is no longer an active committer on the COSMOS project.  Mark, thank
you for your contributions and leadership.  COSMOS would not be here today
without your efforts.  For your significant contributions to the COSMOS
project, I am promoting you to Committer Emeritus.

To honor Mark Weitzel's contributions to the project, Jason Losh has
nominated Mark Weitzel for Committer Emeritus status.
