[cosmos-dev] MANDATORY: Committers must do this in order for COSMOS to release in June

A reminder that once a contribution from a non-committer has been 
reviewed, approved, and checked in, the corresponding patch must be marked 
"iplog+" in bugzilla. If there is no patch in bugzilla, create one and 
mark it iplog+ because that automatically updates COSMOS' IP log, and we 
need that to be accurate in order to get permission from Eclipse Legal to 
release v1.1. 

If you need to change any third party code or materials in COSMOS, please 
notify me immediately. Even if the change is simple, such as the 
following, please notify me immediately:
        * moving some existing materials
        * changing the version of some materials
        * making something obsolete
        * altering or adding a third party image, documentation, or other 
non-code artifact
Any changes to third party open source affect our IP log, our about.html 
files, and may require approval from Eclipse Legal. Failure to get 
approval will result in Eclipse denying COSMOS permission to release. 
Inaccurate records will create a mad scramble at the end as we try to 
correct the records, and if we run out of time then we will fail to get 
approval from Eclipse to release. It's better to keep things current as we 
go along. 

In general, if you didn't create it, and the person who did create it 
didn't create it explicitly for COSMOS, notify me before checking it in or 
making your code depend on it. That applies even to materials from other 
Eclipse projects.
