[cosmos-dev] Started Builds on Eclipse Server

Have completed the transition to start development builds on eclipse
server. Started the cronjob for the nightly builds.
The builds are available for download at
(http://build.eclipse.org/technology/cosmos/downloads/builds.php).

The dependencies for these builds are same as before.  Except the change in
JDK, which is (ibm-java2-ppc-50).
