COSMOS is currenlty persuing the legal IP approval of DOJO https://dev.eclipse.org/ipzilla/show_bug.cgi?id=2026

After further consideration... COSMOS should persue the legal IP approval of DOJO.  Depending on whether this approval is rejected we can bring our concern to the technology pmc at that time.

Thanks for steering us through this process.

Sheldon,
The process is to send an email to the technology-pmc mailing list. I've cc'd this email to the list, so consider the process started.

You explain (below) why Dojo should be considered "already on the user's machine", but why should an IP review of Dojo be considered "impossible, impractical, or inadvisable"? I can imagine some reasons, but I need the reasons to be yours and not mine :-)  Note that "we shouldn't review it because it is available via an url and everyone is connected to the internet all the time" is not a valid reason because, quite honestly, all software is available that way these days and we don't want to just not IP review anything - that would be bad :-(

Is there an official process to submit a proposal to the Technology PMC?
If not what mailling list do I submit my proposal?  Sorry for my ignorance.
