[cosmos-dev] i5 testpass status for the RM project

All our testcases have been run with
no blocking issues. 
We had identified though a problem with the schematron validator and solved
it today. (https://bugs.eclipse.org/bugs/show_bug.cgi?id=200419)Although
this is not stop ship for i5, we want to have this included into the candidate
driver if possible 

David had sent a request to the PMC team for approval. The change is minor,
remove the packaging option for the validation plugin; the fix is in CVS
and a build has been kicked off to pick up the change
