[cosmos-dev] Updating data collection docs...

I'm in the process of updating the data
collection doc that Don started and initially posted in our CVS (org.eclipse.cosmos.doc.architecture).
 I still need to add information on the query services based on some
of the work we've been doing w/tptp and the recent conversations we've
had in the DC workgroup.  However, please comment on what's there
today.  I tried to break down the deliverables in a bit more detail
so that other members of the team could begin working on.  If time
permits, perhaps we can look at this in today's DC meeting.
