This is probably happening because the prior -1 by Hudson CI have not been erased yet. It hasn't been erased due to backlog in https://hudson.eclipse.org/cdt/job/cdt-verify/. See related http://bugs.eclipse.org/501625.

There is no "Submit" button on the gerrit page, even though I marked the change as Verified +1 and Code Review +2.

This sometimes happens, and I usually solve it by Rebasing the change, then setting Verified +1 and Code Review +2 again, at which point the Submit button appears. However, this time I cannot Rebase either (it just says "Change is already up to date").

I am doing something wrong? How can I commit my change?
