I continued to experiment. If I add debug panel to "C/C++" perspective (go to
Window->Customize Perspective->Command Groups Availability->check Debug),
then buttons stay work after I close Eclipse in "C/C++" perspective and open
again.
Conclusion: if debug panel is visible on Eclipse starting (or opening
workspace), then buttons on it work. If debug panel not visible on starting
and becomes visible only then I run debug session, buttons stay grayed.
