[cdt-dev] Commit rights for James Blackburn have been expired

Doug Schaefer has expired the commit rights for James Blackburn
(jblackburn).  The reason for this change is:

Haven't heard from James in a long time, which is sad. He had a great mind
for where we needed to go and helped a lot steering us in that direction.
He is missed.
