[cdt-dev] Egit pref to always compute Change-Id for Gerrit

Hi,

now that we use Gerrit, it makes sense to always add the Gerrit Change-Id
in a commit.  This allows Gerrit to know which commits are related to a review.

Egit has this option but it is a bit hidden, but took all of 30 second to add:
