Yes, it's all about keeping the community aware of what you're doing so
you can judge the impacts of changes (I.e. The don't break anything rule).

We haven't been that strict since there's no one really to police it. But
rebasing is highly encouraged. I'm still hoping for an Egit feature
that'll make that easier to set up for master other than using the
properties editor.
