Hi, all,

I've attached an updated patch with a description of the changes and testing to bug 210248, about failure of the internal builder to rebuild an executable project when a library that it links has been updated:

I would very much appreciate a committer's time to review this patch and, one hopes, to commit it. The patch targets the 8.0.x maintenance branch; it would be nice to see this in the next 8.0.x release, but of course that's up to the committers to decide.
