Unfortunately the patches I've put together to allow us to relax
scheduling rules during CDT Managedbuild are late in the day (and
unearthed new and exciting runtime bugs...).  I'll continue to update
these patches as they'll be part of our product -- if any integrator
is interested in their users being able to press ctrl-S during build,
I encourage you to feedback on the bugs!
