Can the branding plug-in not have code in it?  Why introduce a whole additional plug-in into the Equinox registry, P2 repo, downloads, etc. just for branding when the feature already has a plug-in that is required that can just as well provide the branding?  i.e., why have a * plug-in and a *.core?
