I think you're right in some respects. My understanding is that the template
pages extension mechanism was added in order to allow different UI for populating
template macros (over that which would ordinarily be autogenerated).

 If you're looking to do much more than this, then I think you're outside the supported
use-cases. If you're interested in change, then the best way to get things moving
is always bugs and rfes in bugzilla :)
