Thanks, Chris, we should also make a pass through the plugins and make sure
the ones that changed get upversioned as well.

FYI, I have changed the feature.xml files for the cdt-feature and the
sdk-feature to both be version 3.1.1.qualifier on the cdt_3_1 branch.
