[cdt-dev] How does one install cdt-3.0.1 from a .gz file ?

Forgive me for asking this on a devel list, but I can't find an answer
anywhere.  How does one install cdt-3.0.1 from the .gz file ? 

btw:I don't see cdt-3.0.1 in my update manager selections.  Why ?
