I've grown accustom to ChangeLogs ... suprisingly.

History:
	- ChangeLog files to put a rational of the changes.
	- Patches sent to a mailing list.

Those were two requests made by one of the board member of CDT,
I believe, it was from the fact that QnX at one point was the
only commiter and some members wanted to know "what's going on".
Patches were going to be automated, but things never really took off.


Many now, consider the mailing list patch as "spam".

Some suggestions:

- Redefine it to be the place where non-commiters can
  send patches to be reviewed and also when code changes
  by commiters affect a wider audience, refactoring, for example.

- Another idea floating here would be to use Bugzilla and attach
  patch to specific bugs.
