[buckminster-dev] documentation error in common.xsd and PropertyElement

The xsd for common contains the following exceprt
<complexType name="PropertyElement">

<annotation>

<documentation>A simple property that maps a key to a constant 
value.</documentation>

</annotation>

That piece of documentation seems to be a copy paste from the 
PropertyComment element.

I would like to know more about PropertyElement and how it is supposed to be 
used. There are things called toUpper, toLower, replace etc. What are these?
