I agree with you that a web based designer is not what enterprise developers are looking for. It is nice for marketing but not for daily hard work.
For example we (Imixs) are implementing complex business processes for our customers (also large companies like BMW). We use the BPMN2 Modeller to describe business processes but also to describe execution rules. And this has to do mainly with Java and Web Development. So typically when we work on an issue we see three different aspects in application development

 - Interfaces - Java Editors/Debuggers
 - Design - Web Editors / CSS Editors / _javascript_ Editors
 - Modelling - BPMN2 Modeller

All the resulting artifacts need to be managed as one target build. And we need even deploy these artifacts together into productive environments.
Only Eclipse allows me to setup my IDE in a way where I can combine these different activities with different plugins and setups in the way I like.

I know there is a web based bpmn modeling tooling project. But this did not solve my requirements to enterprise development. This is my personal opinion.
