Greetings BIRT PMC.

My observation is that the BIRT project has not been operating as Top Level Project for some time. It is my opinion that it is time to have the Eclipse Board of Directors decertify the Top Level Project and recast the project as an Eclipse Tools subproject.

I've captured my thoughts here.

My hope is to initiate this work early in the new year.

From a practical point of view, day-to-day development activities of the project committers should not be impacted by this change.
