I need some more explanation of how these two options interact and why we need both.

For example, what is the expected behavior if both options are set to true?

+1 for adding this new option for PDF generation.  How about rename the option unlimited_page_size to ignore_page_size?

1.      Fit to page

2.      Keep PDF the same pagination with HTML.
