Fix bug 166115 : FontHandler.registerDirectories() causes error dialog if some of the default drives are removeable

- Description:

Add default font paths into the configuration file org.eclipse.birt.report.engine.fonts/fontsConfig.xml.

In this way, when any path is point to a drive without storage media and causes error, user can eliminate the error by removing the path from fontsConfig.xml.
