The changes are adding one new methods and several new error codes on existing APIs, right?  if so, I think they should be in the Change API section, instead of the Added API section.

 

And can you provide some description and usage cases for the new canDrop() method?

This feature is to reuse library/design compound elements such as table, grid, etc. in the report design. 

Child element extends the layout from parent, and each content element in the child can set their own properties,

while the relationship between child element and parent element is maintained.
