I think that you pointed out is related to the existing bug:

Denis, I'm glad if you have time to wake up the cron 
job for 15-minute maintenance on my behalf.

I find German tranlation data exists in technology.recommenders
 2.1.13 in translator tool, so I think the project completion 
percentafe can be updated after waking up the cron job.
