[babel-dev] No translations for technology.recommenders 2.1.13 - why?

Hi,

I am currently checking that our project (Code Recommenders) is properly
set up internationalization with Mars and discovered [1] that
technology.recommenders 2.1.13 has no translations (2.1.10 had up to
34.6% in German).

As far as I can tell, the project source locations have been added
correctly [2], but maybe I did something else wrong. Any ideas?
