I think that's related to https://bugs.eclipse.org/bugs/show_bug.cgi?id=246152
The P2 map file has been defined, but
somehow we are not extracting the strings for translation. We are looking
into that.

Hi Babel Dev,

There’s a chunk of translation missing from the Babel Language packs for
the Install/Update Panels in Eclipse preferences.  (Both Panels are
fully untranslated)  Is this an oversight?  Or is something broken
at a higher level in the automated scripts that create the downloaded language
packs?

Eclipse -> Preferences -> Install/Update
