Title: Preferences Panel Install/Update not translated?

Hi Babel Dev,

There’s a chunk of translation missing from the Babel Language packs for the Install/Update Panels in Eclipse preferences. (Both Panels are fully untranslated) Is this an oversight? Or is something broken at a higher level in the automated scripts that create the downloaded language packs?

Eclipse -> Preferences -> Install/Update
