[babel-dev] About integration of helps

Hello Kit-san and Denis-san, 

As I said at EclipseCon2008, Japan WG wants a language pack with help file in
Japanese. We intend to start the translation after July.

But I don't think that BABEL project has the mechanism to integrate messages and
helps. (.properties files and html files.)
We would like to know the possibility of the integration. Is it already
possible?

If not, I would like to know your idea, and would like to have some discussion
about it.
