[babel-dev] New update sites, better language packs

Folks,

In an effort to add more polish to our project's tools and language 
packs, I've been working on a few areas lately:

- building language packs for multiple versions (217183)
- fixing Eclipse breakage caused by babel (222660)
- providing the ability to keep track of recent changes (233000)

I've tagged and released the latest changes this morning and ran a 
build.  Our language packs are really starting to shape up!

We now have two update sites (one for each train):

If you're using the old site, please change it now, as it will be 
eventually removed. I've updated the babel website with this information.

I've also implemented a basic ability to watch for recent changes, with 
knobs to filter by project/version and language. I'm hoping the ability 
to get better stats and visibility into recent changes clearly 
demonstrates translations are progressing, and compels users to 
translate even more.
