[babel-dev] Babel Runtime Plug-in submission

This is just to let you know that I have submitted the runtime plug-in to IPZilla (https://dev.eclipse.org/ipzilla/show_bug.cgi?id=2125).

I am currently in the process of making the changes to the PDE Manifest Editor, so we can see how the translations will look in one of the more well-known and more complex editors.  Up until now this plug-in has been used only in RCP apps.  This will also demonstrate the level of changes required to support runtime translations.
