My first thought would be to try the simple thing: just post on their dev
lists explaining what we would like them to do and why it is important for
their projects and the community. Note that this note should be specifically
written as a sales pitch to motivate them to get involved for all of the
right reasons.

If they either ignore or reject our overtures, then we try an alternate
approach.

Does that make sense?
