[babel-dev] Code cleanup + Server dev process

Team,

I did a bit of cleanup in the server code repo:

- deleted the aptana_global directory, as it was not being used. We've 
taken what we've needed from that directory, and it's in the Attic 
should we need more later.

- merged babel-test-data.sql with babel-setup.sql for ease of installation

- updated the sample classes/base.conf to add the context=dev variable


I'm currently working on a server tool development process document. 
With the document, I was able to polish the process of setting up a 
development environment.  It's a WIP, but you can read/update it here:
