This appears to be the replacement link for Jasper: 

eclipse/plugins/org.apache.jasper_5.5.17.v200706111724.jar 

Dhiwakar was going to test Aperi with this link.  Dhiwakar, does it work?

Can you look into this?  It appears we have a link that no longer works.  I just tried it in the install instructions and get the same result.
