Herve has asked about this earlier on Bugzilla and I don't see an issue 
with this change. It will merely cause HEAD requests to re-validate the 
locally cached artifacts and rebuild the new tracking file. It's even 
unnoticable for those users which wish to use the Maven 2.x style local 
repo for which recently a switch was introduced in Maven.
