As of now 'LATER' and 'REMIND' resolutions are no longer supported.
Please reopen this bug if it is still valid for you.

No idea why it is marked as closed.
Comment 5 Till Brychcy CLA 2018-08-01 14:13:10 EDT
I think the dummy project mentioned is created in org.eclipse.jdt.internal.ui.wizards.buildpaths.UserLibraryWizardPage.createPlaceholderProject()
Comment 6 Till Brychcy CLA 2018-08-01 14:16:06 EDT
There are comments referencing this (actually to bug 97524) in org.eclipse.jdt.internal.core.JavaModelManager.initializeAllContainers(IJavaProject, IPath)

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
