Create a logic diagram that is taller than it is wider.  Zoom to a level such 
that the entire diagram fits on the screen (no scrollbars).  Select Fit to 
Width from the drop-down.  You'll see that both the horizontal and vertical 
scrollbars appear at this new zoom level.  It seems "fit to" options are not 
taking into account the possibility of scrollbars showing up.

Apparently, this is a known problem and the javadoc warns about such minor 
discrepancies.  If the zoom manager is provided with the scrollbar trim then 
it could account for that.
