The empty type hierarchy displays the word "hierarchy" twice at the top of the view.

The patch attached to bug 68537 included a fix for this, but the code that went
into CVS did not.

Michael: bug 68537 was one of the content description bugs you were interested
in,  but the patch I submitted was not used.

Martin, this was a simple fix that will improve the look of the hierarchy view,
could you take a look and consider for 3.1?
