We should be sure to support the w3c guidelines being formed in 

http://www.w3.org/TR/ATAG20/

This appears to be primarily a Release 2.0 "requirement" item, but 

http://www.w3.org/TR/ATAG10/
 
could be used to be informed for 1.1, if deemed important enough
(and, if someone were found to "own" this item).

Since no particular work for 1.0, I'm marking as 'later'. 

I think for 1.0 our tools are accessible for authors using the tools, 
but we don't have the tools/validation for helping the authors
produce accessible content.

David, we seem to be the only two people who know this bug exists (based on, reporter, owner, and cc list).  Is it worth leaving open?
