If I set the Javadoc location for a jar file in my user library, once I close 
Eclipse it gets reset to (None).  The source attachment setting works just 
fine, however.  Also, I've found I can export my user library and the setting 
gets exported properly.  So a workaround is to re-import my user library 
evertime I re-open Eclipse in order to get my Javadoc location settings.

I'm using v3.1.0 M6.  I've confirmed that this problem does not exist in the 
latest v3.0.1.

I also found there are inconsistencies between the user library jar settings 
if you set them by right mouse clicking in the package explorer and choosing 
properties vs. going into the user libraries via project properties.  If I set 
the javadoc location or source location using the package explorer the 
settings don't always show up in the user libraries via project properties.  
However, if I set them via project properties then it seems to always show up 
in the package explorer.
