Recording these here rather than in my inbox.  During AOSD BOF this year we
discussed a way to turn all the advice in an aspect either on or off in a
controlled way - rather than forcing the aspect developer to write some strategy
in their aspect.  This enhancement request will cover the design and impl of
what we do ... I know Adrian had some concerns about the simple ideas we knocked
around during the BOF.
