From bug 81062:

1. Create project A and B with B depending on A.

2. Close project A, notice that B no longer builds because of the 2 errors.

3. Now change the 'Incomplete build path' error (Windows->Preferences->Java-
>Compiler->Build path problems) to a warning. You are prompted to do a full 
build, but even after the build the error remains.

4. Now touch the project in any way (add a new type or open the Java Build 
Page and click OK)... now the error is converted to a warning.
